About California Primary Elections
The two candidates receiving the most votes, regardless of party preference, move on to the general election.
It is often called a "jungle primary", "open primary", or top-two primary. Voters approved this by 53% in 2010.
BE STRATEGIC!
We often tell people to vote their conscience in the primary.
That's bad advice in this type of system!
It likely results in a Nov general election ballot containing all Democrats.
NOW is the time.
Be pragmatic. Get Republican options on the ballot this November!
Why it matters.

NOTE:
California's open primary system does not apply to candidates running for county, or local offices and some special elections (Congressional District 1 on June 2, 2026).

What is Ballot Harvesting?
Is it legal?
Why do it?
How does it work?
- Prior to 2013, a voter had to be ill or disabled for someone else to return their ballot for them. Plus, that person had to be a family member or a member of the same household.
- After 2013, the law was changed. Being ill or disabled was no longer required. A family member or a member of one’s household could return ballots.
- In 2016, the law changed again. Now, anyone may return another person’s ballot and there is no limit on how many ballots a person may return.
Is it legal?
- YES
Why do it?
- Too many of our friends, family, neighbors, and co-workers just don't make the effort to vote on election day. Many forget to mail their ballot.
How does it work?
- You can NOT fill out someone else's ballot or sign it for them.
- You absolutely CAN complete the information on the envelope and deliver it for them.
- Make a big difference in this important election by turning out the vote!
